What this covers

Independent examiners trained, certificated and audited by the Boat Safety Scheme (BSS) to inspect powered boats against the BSS standards — the safety baseline used by all major UK navigation authorities. The examination focuses on fire, fuel, gas, electrical and ventilation risks. A pass results in a BSS Certificate, which navigation authorities require as a condition of licensing.

What to look for

  • A current BSS Examiner authorisation — every examiner has a unique BSS ID number that you can verify with the BSS office. The Examination Checking Procedures (ECPs) currently in force are Edition 5.0 (2023) for private boats.
  • The right examination type for your boat — private boats, hire boats, passenger boats and houseboats each have different ECPs. The navigation authority decides which type your boat needs, not the examiner.
  • A clear written quote covering the examination fee plus any travel charge, and a stated position on advisories vs. fail items so you know what's being recorded against the boat.
  • Local availability — BSS exams are best done while the boat is moored where the examiner can reach it; relocating for an exam adds cost and time.
  • Membership of a recognised trade body in addition to BSS authorisation is a useful tiebreaker but not a substitute for it.
  • Red flags: no examiner ID provided, "guaranteed pass" wording, pressure to pay cash, refusal to leave a copy of the report.

Common questions

How often do I need a BSS examination? Private powered boats are examined every four years. The certificate is valid for four years from issue.

When does a new boat first need a BSS? A new private boat doesn't need its first BSS exam until it is four years old, provided the navigation authority accepts the original Recreational Craft Regulations declaration in the meantime.

Do unpowered boats need a BSS? No — BSS applies to powered craft. Some authorities apply other safety conditions to unpowered craft; check your licence terms.

What if it fails? You get a list of items to put right. Once corrected, the examiner re-checks just those items (often a smaller fee than a full re-exam).

Who decides what type of exam I need? The navigation authority, based on the boat's use (private, hire, passenger, houseboat). The examiner can advise but cannot override the authority.

When you need this

Every four years for any powered boat licensed on Canal & River Trust, Environment Agency or other major UK waters; before first sale of a boat reaching the four-year mark; whenever a navigation authority requests one as part of licence renewal.
